Summary

Upgrade eslint from ^9.39.5 to ^10.12.0, and align related config / typescript-eslint as needed.

Current / Target

Current: 9.39.5 (latest non-breaking in #531)
Latest: 10.12.0

Notes

Major version; expect flat-config / rule / peer dependency changes.
Coordinate with typescript-eslint compatibility for ESLint 10.
Deferred from #531 which only applied non-breaking updates.

Acceptance Criteria

eslint is on v10.x
yarn lint passes (or intentional rule updates are documented)
CI lint job is green
