SO THAT I can keep testing the commands and not have to wait for currency to refresh

Acceptance Criteria

AS a developer and tester
GIVEN I am an admin for the server
AND I am on the bot admin whitelist
WHEN I run /give currency <user> <amount>
THEN <user> will be given <amount> currency

  • Move existing /give functionality to /give card subcommand
  • Create /give currency subcommand
