This should be a simple embed which will contain a link to the new github issue to allow users to report their issues

Acceptance Criteria

AS a user
GIVEN I find an issue or needed improvement in the bot
WHEN I type the !report command
THEN the bot should return the link to the new issue page

Not quite sure about this one now, as I don't have open issue opening on this server, so might be worth instead waiting until I get helpdesk setup? Could also then make a command which auto adds to helpdesk then too.
