Implements RSS feed fetch timeout for #583.

Changes

  • Pass { timeout: 10000 } into rss-parser from RssFeedHelper.FetchFeed (library default is 60s)
  • Keep invalid-URL and fetch/parse errors wrapped as before
  • Add unit coverage for constructor timeout option and timed-out fetch errors

Verification

  • yarn build PASS
  • yarn test PASS (5 suites / 65 tests)

Ready for human review/approval. Does not auto-close the issue (needs testing after merge).
