Major update: typescript 5.9.3 → 7.0.2

Skipped during the non-breaking 3.4 dependency pass because this is a major version bump (spans multiple majors).

Notes

  • Review TypeScript 6/7 release notes and breaking changes
  • Fix tsc / tsconfig issues as needed
  • Confirm Jest / ts-jest compatibility with the new compiler
  • Run build and tests after upgrading
