Major update: np 10.3.0 → 12.1.1

Skipped during the non-breaking 3.4 dependency pass because this is a major version bump (skips v11 as well).

Notes

Review the np changelog for CLI / config breaking changes
Verify yarn release (np --no-publish) still works as expected
Run a dry-run release check if available
