Major updates (kept together as they need to move in lockstep):

`@types/jest`	29.5.14	30.0.0
`jest-mock-extended`	3.0.7	4.0.1

Also verify ts-jest compatibility with Jest 30 when upgrading.

Skipped during the non-breaking 3.4 dependency pass because these are major version bumps.

Review the Jest 30 blog / migration notes
Update Jest config if required
Ensure all unit tests still pass
