Major update: dotenv 16.6.1 → 17.4.2

Skipped during the non-breaking 3.4 dependency pass because this is a major version bump.

Notes

  • Review the v17 changelog for breaking changes
  • Verify .env loading still works at bot startup
  • Run build and tests after upgrading
