Major update: @types/uuid 10.0.0 → 11.0.0

Skipped during the non-breaking 3.4 dependency pass because this is a major version bump.

Notes

  • Confirm whether uuid itself needs a matching major upgrade
  • Fix any TypeScript type errors after upgrading
  • Run build and tests after upgrading
