SO THAT if they leave I can still add action against them in a note to other moderators

Acceptance Criteria

AS a server moderator
GIVEN I want to note an audit to a user
AND the user has left and no longer a member of the server
WHEN I run /audits manual
THEN I can add an audit to the database with a manual target

This would be useful for banned users, as they won't be members anymore but you still want to log them AFTER they've been banned
