Description

A user who hasn't been verified (doesn't have the verify role) should not be able to use a command. This was having some issue in MankBot where a user was typing commands unverified.

Acceptance Criteria

GIVEN the verification system is setup
WHEN I try to use a command
AND I don't have the verification role
THEN the bot should ignore me

Notes

This should be overruled if you have the admin or moderator roles (or are the server owner)
