Deferred major bump from the 2.5.0 dependency audit. Release tooling stayed on np ^10.3.0 for 2.5.0.

Description

Upgrade the devDependency np from ^10.3.0 to the latest v12 release.

Current: 10.x (^10.3.0)
Target: 12.x (latest at audit time: 12.1.1)
Package type: devDependency (yarn release / np --no-publish)

Acceptance Criteria

package.json / yarn.lock use np 12
yarn release (or dry-run equivalent) still works with project scripts
Review np 11/12 breaking changes (Node engine, interactive prompts, publish flow)
yarn test, yarn build, and yarn lint pass
