SO THAT I can easily see a checklist and details required for a pull request to be merged

Acceptance Criteria

GIVEN I am a project maintainer
WHEN I create a new pull request
THEN the description should be filled with the organisation-standard template

GIVEN I am a project maintainer
WHEN I look at a PR
THEN the merge rules should be in place

Subtasks

Add templates
Apply standard rules

Notes

The branch rules are;
- Must be reviewed by at least 1 person
- Must be up to date with the base branch
- All checks must pass
- master, develop, release/* and hotfix/* are protected push
