Summary

Upgrade @types/uuid from ^10.0.0 to ^11.0.0.

Current / Target

Current: 10.0.0
Latest: 11.0.0

Notes

Major DefinitelyTyped bump; confirm compatibility with the uuid version pulled in via TypeORM (currently resolved to ^11.1.1).
Deferred from #531 which only applied non-breaking updates.

Acceptance Criteria

@types/uuid is on v11.x
Build/tests pass
