Summary

Upgrade typescript from ^5.8.3 / 5.9.3 to latest v7 (7.0.2 at time of filing).

Current / Target

Current: 5.9.3
Latest: 7.0.2

Notes

Major jump across TS 6/7; expect breaking type-checking changes, tsconfig updates, and possible ts-jest / tooling peer bumps.
Do this in a dedicated branch with a full build + test pass.
Deferred from #531 which only applied non-breaking updates.

Acceptance Criteria

typescript is on v7.x
yarn build and yarn test pass
Any required tsconfig.json / tooling updates are included
