Upgrade release helper np from ^10.3.0 to ^12.1.1.

Current / Target

Current: 10.3.0 (latest non-breaking in #531)
Latest: 12.1.1

Notes

Major version jump (10 → 12); review CLI flags and release workflow (yarn release / np --no-publish).
Deferred from #531 which only applied non-breaking updates.

Acceptance Criteria

np is on v12.x
Release script still works as documented
Any new interactive/CI requirements are handled
