SO THAT I can test a new release fully before deploying to production

Acceptance Criteria

GIVEN I am a developer
WHEN I push a commit to a release/* branch
THEN the action flow will stop all other staging environment bots
AND deploy the release slot

Subtasks

Create release/* flow
Update hotfix/* flow to account for release/*
Update develop flow to account for release/*
Update documentation

Notes

Different environment, but when actioned will stop the stage bot and reuse its bot credentials
