AS an admin, I want a command to let me give cards to users manually
SO THAT I can give users cards if the bot gave an error doing so

Acceptance Criteria

AS an admin
GIVEN I want to give a user a card
WHEN I run /give <user> <card number>
THEN the bot will give <user> the <card number> card
